Long story short, you need to head to the Koboh and complete the Climb Mountain Observatory objective to unlock the Electro Dart ability.

You will be able to reach this area by simply progressing through the game. If I recall correctly, you will reach it in Chapter 5 of the game.

The objective is part of the Confront Dagan at Koboh Observatory main quest.

During the quest, the game will prompt you to enter a burning shuttle. After a brief cutscene, all you have to do is charge at the enemy droids and stormtroopers shooting at you.

You will then unlock the BD-1 Electro Dart upgrade shortly.

The Electro Dart isn’t limited to just one purpose. In fact, it’s quite a versatile upgrade that will let you perform a lot of actions.

First and foremost, you will be able to fire a dart at certain objects and overcharge them. This is quite useful for traversing certain areas.

You will be able to make use of it right away throughout the entirety of the main quest in the Koboh area. Aside from that, you can also make it a lot easier to hack enemy droids outside of combat.

Moreover, you can use it to open red chests to obtain the loot inside. Overall, it’s a really useful upgrade and one that’s not missable at all.
