The first thing you need to know before you can have it is the location. Simply look at the map and look for the Valentino Alley. Depending on your current location, or even on your mood, you can choose to either walk or ride a motorbike to go here.
As you walk to the alley, you will see a closed garage. Walk there and a Force Open prompt will appear. Force open the garage door and enter. Walk to the desk at the front left part.
