Shinies are largely cosmetic. They have no unique stats or anything like that, they’re just visually distinct variants.
As such, they’re largely meant mostly to show off or because you prefer their alternate colors!
Lucky Pals, on the other hand, are different from their inspiration. They have the exact same looks as regular Pals, other than being a tad larger and having a cloud of sparkles hanging over their heads.
What really sets them apart, then, is that Lucky Pals have better stats than regular Pals. Additionally, Lucky Pals might also have special moves that the regular variants do not.
The increased stats seem to be chosen purely at random once the Lucky Pal is generated. Which stats are boosted and by how much seems to always vary between Lucky Pals.
The fact that they have better stats makes them much more desirable than standard Pals, that’s for sure!
Getting these coveted Lucky Pals, however, appears to be purely luck-based. You might randomly encounter them as you explore the game’s world, but there are no guarantees!
On top of that, we don’t currently know the spawn rates of these Lucky Pals compared to the standard ones.
Unless the developers reveal these rates later, the community will need to datamine them…
That said, it appears to be high enough that you’re guaranteed to find at least a couple of them during your playthrough. Capturing them works the same as with regular Pals, too!
