Anointing amulets in Path of Exile 2 changed after Patch 0.5, and if you tried doing it the old way, you probably had the same reaction as everyone else: wait, why is this not working?
Before the update, you could simply use Instilled Emotions to anoint an amulet. After Patch 0.5, that is no longer enough. You now need to progress through the Delirium storyline first before the game unlocks the new anointing interface.

Why You Cannot Anoint Amulets Normally After Patch 0.5

After Patch 0.5, you can no longer just use Instilled Emotions directly on your amulet like before. The old method does not work because anointing has been moved into a new interface tied to the Delirium questline.
This means you first need to find and progress the Delirium NPC storyline before you can access the proper anointing menu.
Yes, this does mean that if you do not want to do Delirium, you are still locked out of an important source of character power. It is not exactly ideal, especially when anoints can be a massive upgrade for almost every build. But for now, progressing Delirium is the way to unlock it.
How to Unlock Amulet Anointing in PoE 2 Patch 0.5

To unlock amulet anointing, you first need to find Elder Madox while mapping. This should happen fairly early into endgame, so keep running maps until he appears.
After meeting Elder Madox, you will be able to see The Wither Willow on your map. This is the next location you need to visit to continue the Delirium questline.

Once you reach The Wither Willow, you will receive a quest that asks you to defeat five Delirious map bosses. This is the main step that unlocks the anointing system, so you need to complete it before you can use the new menu.
After defeating the required bosses, return to Elder Madox. He will unlock the Decanter of Madness, which is now where you access the amulet anointing interface in Patch 0.5.
How to Make a Map Boss Count as Delirious

One issue some players run into is killing the boss after going through a Delirium Mirror, but the quest still does not count.
The important detail is that you need to kill the boss while Delirium is still active. If the Delirium effect ends before the boss dies, it may not count toward the five required Delirious map bosses.
So, when you enter a map with a Delirium Mirror, go through it and push toward the boss quickly. If the map layout is bad or the boss is too far away, you may simply need to try another map.
This can be a little frustrating, but the safest approach is to choose maps where you can reach the boss fast enough before the Delirium timer fades. Do not waste time full-clearing the map if your goal is only to progress the anointing quest.
What to Do If You Cannot Find Delirium
If you are struggling to find Delirium while mapping, you can try using tablets for the specific mechanic you need.
For example, if you need Delirium progression, look for a tablet that helps add or support that mechanic in your maps. This same idea can also help if you are looking for other endgame mechanics like Breach or Ritual.
Once the right mechanic starts appearing in your maps, you can begin that storyline and progress toward the unlocks tied to it.

How to Anoint an Amulet With the Decanter of Madness

Once you have completed the Delirium questline step and returned to Elder Madox, you will unlock the Decanter of Madness.
This is the new anointing interface after Patch 0.5. Instead of using Instilled Emotions directly from your inventory, you now open the Decanter of Madness and place your amulet inside along with the required Instilled Emotions.
From there, choose the anoint you want and confirm it through the interface.
The actual anointing process is still simple once the menu is unlocked. The main difference is that the game now makes you earn access to the system first.
