To talk to Olivia at the start of Chapter 3-2, first open up your World Map and select the Iceshard Cliffs region. It’s the one marked above, in the upper part of the map.
Once you’ve selected the region, its Fast Travel locations list will appear. Just select the Base Camp there. Note that you won’t be able to do this if you’re currently in an Environmental Link party. You can’t Fast Travel between regions while hanging out with other players in an Environmental Link, sadly.
When you Fast Travel to the Base Camp in the Iceshard Cliffs, turn around to face the northern exit. You should instantly notice Olivia there, as she has a red quest marker above her head. She’ll be talking with another pair of hunters. You don’t need to wait for them to finish, though, just walk up to Olivia and talk with her to complete the objective!
