The very first supplier is the one who sells you OG Kush seeds, while your first dealer, Benji, is a part of one of the first few quests wherein you have to earn the loyalty of certain customers until they refer you to the dealer.
Eventually, you are going to progress far enough to the point where you can now start selling to customers who reside in Westville. When this happens, you will be able tounlock the supplier named Shirley Watts and also gain access to pseudo, which is an essential component of crystal meth.
Shirley Watts will eventually reach out to you, so you do not need to do anything special once you have reached her in the tree of contacts in your phone. It is a fairly straightforward process.
By progressing further into the Westville tree, you will eventually be referred to another dealer who lives in that area. As usual, expect them to ask for a pretty sizeable signing fee and a cut of your profits, which is a small price to pay for the convenience they offer.
This is the exact same process that you go through with Benji, just with different customers. Keep giving away free samples and completing deals for people in Westville and you will eventually be done here.
