Since you only need 15, you can ignore three of them! The hardest ones to get are the following:
Hua Qingqing: Requires you to get Persuade 3 and Steal 4 skills, as well as pay 50.000 to the Swallows. You also need -40 Benevolence and Propriety to recruit.
Ling Mengdie: Requires you to have Machinery 5 or avoid killing the Tomb Raider. Alternatively, you should have a Level 4 Back Mountain at the Homestead.
Miao Caidie: Requires Beast Taming 4 and will lock you out of the Melody questline, which leads to marriage with 3 other NPCs.
It’s highly recommended to ignore Miao Caidie in particular because you’ll be able to Marry Fu Yaoqin, Yu Weier, and Gu Qingcheng by just completing the Melody House questline.
Also, it’s not possible to marry all 18 NPCs in a single playthrough without using glitches and exploits that might get patched out by the developers!
Pre-Requisites To Get 15 Wives

Take your partners with 100 Relations to the God of Marriage’s Shrine, making sure that they’re your only party member besides your protagonist.
You will take part in an easy battle; win it to get Bonded with your partner! Lose and you will need to spin the Marriage Slot Machine to marry. It’s quite a unique system, that’s for sure!
Either way, you just need to repeat this process until you marry 15 characters. Each character has their quirks, making marrying them easier or harder, but the system is mostly the same for everyone.
