The majority of characters in Zenless Zone Zero 1.0are either S-Rank or A-Rank, but being S-Rank doesn’t necessarily mean they’re the best or at the top of a tier list.
S-Ranks are simply the rarest characters, akin to 5-star characters in other Gacha games. That does mean that they’re generally better than more common characters, but there’s still a lot of difference in power within the S-Rank!
So, we’ll give you a tier list ranking all of the S-Rank Agents from best to worst and explain our reasoning!

Top Tier
Ellen – Rankings in tier lists always vary depending on who you ask, unless a character is just undeniably good or bad. Ellen fits the bill as an undeniably good character and that’s why everyone is placing her at the top!
She’s a fantastic Ice Attack Agent and will be the first limited rate-up banner, making her relatively easy to get. We don’t know if she’ll remain strong in the future, but in her current state, she can carry your entire party through most of the game on her own.
Zhu Yuan – While she’s not quite as flexible for team-building or powerful as Ellen is, Zhu Yuan is a fantastic choice for your Ehter Attack role. Her guns give her lots of versatility while in combat, allowing her to dish out damage from range.
She will also become even stronger once more Public Security characters are released and she can make use of faction synergies.
High Tier
Lycaon – Potentially the best Stun Agent in the current game, he’s further bolstered by his synergy with Ellen. They are from the same faction and element, so they complement each other extremely well.
Even despite that, he has a fantastic kit that makes him a great choice for your Stun even without relying on his best synergies.
Nekomata – Being from the Cunning Hares, Nekomata is a solid choice for your Attack Agent. You get enough characters for a full Cunning Hares team by just playing the story, which makes Nekomata easy to build around.
Her team-building versatility might suffer a bit in the future compared to others, but she’s a strong choice at launch.
Rina – As an Electric Support, Rina fills a very niche role to the best of her ability. If you want a fully Electric team for the single-type synergy, Rina is your best pick for the Support role! This does make her rely very heavily on what other characters you have available, though.
If you don’t have other Electric Agents, Rina is a tad disappointing.
Grace – Until Piper Wheel becomes playable, Grace is your only choice for an Anomaly character. Grace excels when paired alongside other Electric Agents, such as Rina from before.
Having a full party of Electric characters with Grace makes it extremely easy to afflict enemies with Shock. This can be particularly devastating when fighting Robotic foes!
Medium Tier
Soldier 11 – We have to admit Soldier 11 isn’t really bad, she simply is tough to play. There are no other OBOLS faction characters yet and only two other Fire Agents, which limits her team-building flexibility.
On top of that, her skills require a lot of precision from the player to actually use effectively. Overall, she’s decent but tough to build around and play.
Koleda – Similar to Soldier 11, Koleda suffers from poor team-building potential. She does best when paired with Ben Bigger, as she gets special Coordinated Attacks with him. That alone greatly limits your team-building potential if you want to make the most out of Koleda’s kit.
On her own, she’s decent enough so she might do better in the future when there are more Fire Agents to synergize with.
