The Scarlet Sand Slate device is your reward for completing the Golden Slumber World Quest. It is available in the first side mission, Lost in the Sands.

You only need to return to Jebrael, Tirzad, and Jeht and speak with them when you reach the mission, where you must investigate the strange machine to receive the Scarlet Sand Slate.

You can use this device to unlock parts of the Sumeru Desert where you previously saw the message “You do not have adequate clearance.”

If you continue receiving the text, completing the “Dual Evidence” mission will allow you to charge the device. This device is also required to open the door to the Altar of Mirages Domain.
