The “Papers? Please!” quest is one of the funniest quests in WoW: The War Within, frankly.
You’ll get to have a little power trip as take over the Overseer’s Desk at Opportunity Point. Pester the prospectors for their credentials and eliminate anyone who dares ignore your request!

Papers? Please! Quest Guide | WoW: The War Within
You can start the “Papers? Please!” quest in WoW: The War Within by talking to Garv Gearwhistle at Opportunity Point. It’s on the southern edge of The Ringing Deeps region of Khaz Algar. The coordinates for the quest’s starting point are 64.82 and 78.60.
Talk to Garv and accept the quest to get the gist of what you must do. You just have to ask the passing-by prospectors for their credentials, and eliminate any that resist!
Interact with the desk next to Garv Gearwhistle once you’re ready. You’ll get two abilities to use while you’re at the desk during this quest:
Call Over – Use it on an Arriving Prospector to ask them for their credentials. It works instantly but it has a 5-second casting cooldown.
Call Airstrike – As it says, you call in airstrike wherever you target. Use it on rowdy Arriving Prospectors to eliminate them. It has no cooldown, but there’s a 1-second delay between calling and the airstrike landing. Keep that in mind and lead your shots!
Simply use Call Over on the Arriving Prospectors that walk by the desk. If any of them refuse to show their credentials, they will say something rude and run back to where they came from. Shoot them Call Airstrike before they run away! Repeat this until take out 6 troublemakers to complete the quest.
Talk to Garv Gearwhistle once you’ve met your quota and you’ll turn in the “Paper? Please!” quest in WoW: The War Within! Pretty simple quest, but a nice and funny distraction nonetheless.
