“Measuring Cooperation” is one of the Exploration Codex quests you can do in the Daybreak Shore region in Throne & Liberty.
It seems that a member of the Resistance is having trouble making a map of the area. One of the devices required is faulty, and he can’t get a replacement for it anytime soon. However, he wouldn’t even need a replacement if he just had someone fast enough… like someone who can use Glide Morphs, maybe?

Measuring Cooperation Exploration Codex | Throne & Liberty Guide
The “Measuring Cooperation” Exploration Codex quest in Throne & Liberty takes place in the Daybreak Shore region of Stonegard. Just go to the spot marked on the image above to get started.
Once you get there, you’ll find a large watchtower by the shore. To climb it, use the grappling points on its southern side until you reach the very top of the tower.
When you reach the top, look for Surveyor Rael and talk with him. He’ll say that he’s having trouble with a measuring device, preventing him from remaking his map for nearby area. The machine just keeps turning on and off before he can do anything!
To start helping him, you’ll need to activate the Measuring Device next to Rael and then quickly glide over to the small island to the south. Interact with the device once you’re ready to take flight.
As soon as you activate the Measuring Device, jump off the southern side of the tower and use your Glide Morph. You have 25 seconds to reach the small island to the south, shown above. Be as fast as you can, but keep your stamina in check while gliding!
Land on the island to complete the objective, as long as you were quick enough. Now your final task is to return all the way back to Rael at the watchtower. Considering you’re in the middle of the sea now, we recommend fast traveling to the nearby Waypoint instead of swimming there.
Either way, just talk with Rael again and he’ll thank you for your help in remaking the area’s map. That’s the “Measuring Cooperation” Exploration Codex quest in Throne & Liberty completed!
