The Variable Dice is a new consumable in Honkai: Star Rail 3.0 that you can use to reroll stats on Relics.
It doesn’t Reroll the main stat, but it does reroll all Subsidiary stats. It even allows you to choose whether to keep the old ones or use the new ones. However, it’s a fairly rare item and it has a couple of requirements before you can use it.

How to Use Variable Dice | Honkai: Star Rail
You can use the Variable Dice in Honkai: Star Rail by simply selecting a character and going into their Relics menu.
Then, select the Relic you wish to use the Variable Dice on. Note, however, that the Relic has to be a fully enhanced (Level 15) 5-Star Relic. The Variable Dice can’t be used on anything less than that!
When you’ve selected the Relic you want, look in the bottom right corner of the screen for the Reroll button. It’s in the same spot as the Enhance button would be on a Relic that isn’t fully upgraded. Once you click Reroll, the game will ask to confirm if you want to use 1 Variable Dice to reroll the Subsidiary Stats on the Relic. If you’re absolutely sure you want to use it, just click Yes.
The Variable Dice will be automatically consumed when you confirm the Reroll. You’ll now get to choose whether you want to keep the old Stats or use the new rerolled Stats on your relic. Keeping the old Stats will not refund the Variable Dice, however, so keep that in mind!
