Everything You Need to Know About Policies and Laws
The Laws section is located in the Politics window in Victoria 3. Three categories are visible in this window. The Economy, the political system, and human rights. The first factor, the power structure, impacts how your population can vote, who they can discriminate against, and the structure of your government.
The second, Economy, is concerned with taxation, law enforcement, public safety, and healthcare in your country. Finally, human rights impact working conditions, women’s and children’s rights, and freedom of speech. These laws have the power to shape your nation’s identity.
Policies and Laws Guide
In Victoria 3, a law must receive the support of at least one interest group to pass.
Consider the scenario where no interest groups support the legislation you desire. In such circumstances, adding an interest group and reforming the government would cost your Legitimacy.
However, you need to increase their influence before you may add them after reforming the government if the organization you want to support is a Marginalized Interest Group.
The likelihood that a law will be passed depends on the clout of the interest group that supported it. Your Legitimacy determines when it will pass. However, if they oppose the laws, some interest groups cause them to be delayed.
The Institutions part is to the right of the Laws section. Institutions that offer your inhabitants services, such as education, healthcare, and law enforcement, can be found here.

The ability of your government to ignore laws and policies is known as authority. An example of this is taxing particular products.
Decrees are tools that can assist your country in achieving its objective. Use enlistment efforts to recruit more conscripts and hasten the training process if you wish to go to war.
