Any guardian can have access to it, but much like the previous incantations of VOID 3.0 and SOLAR 3.0, you won’t have the Grenades and Fragments already unlocked. Here’s how to obtain the Grenades for ARC 3.0 in “Season of Plunder.”
Where to Purchase and Obtain Arc 3.0 Grenades in Destiny 2: Season of Plunder
First things first, you’ll need to speak with Ikora Rey – who is located in the Tower. You’ll be able to locate her in the Bazaar area.
Once in the Courtyard are of the Tower, proceed West, and you’ll reach the Bazaar.

While speaking with Ikora Rey, you’ll be prompted to select the ARC 3.0 when growing your light – although SOLAR 3.0 and VOID 3.0 will be there as well.
Once you’re in the ARC 3.0 screen, you’ll be able to use “Glimmer” to purchase the Grenades and Fragments available. Each guardian will have corresponding different Grenades and Fragments to use throughout.
With regard to ARC 3.0 Aspects – these will vary based upon your class, but all Guardians will have access to the same ARC 3.0 Fragments and Grenades. These will alter your abilities while using the ARC class.
