What you have to do here is interact with it and use any super rare key. Doing so will let you unlock the item’s recipe.

Other Ways of Getting Recipe
Another method you can do to unlock recipes is to complete Character Quests. Each quest gives you random rewards such as accessories, items, and even recipes.
You can also complete World Quests. Upon completion, there is a high chance for you to get a recipe.
Lastly, you can complete the main story quests. Simply progress the main story in order to receive recipes as rewards upon completing tasks and other objectives.
