This weapon is, in fact, a unique one that is not unlocked by using SP. Instead, you get the recipe by either getting a rare supply point or by finishing a normal NPC quest.
For this, you will also need some water seeds. However, you should look for a specific type of water seeds with a trait level XXL and an A rank.
How to Craft Mistral Crane
To start working on it, simply interact with the cauldron, choose the Synthesis option, and start crafting your weapon.
Use a Grand Orgen for the initial Ingot and a White Shell Pearl in effect two. Since effect two is actually useless, you have to link more of that and change it to Item Boost using an inverted scale.
After this, skill them up and get all the other effects. You can dump a lot of Grand Orgen in the process.
Choose the Risk Boost – Fire and Risk Boost – Ice effects as these are the best elements for Ryza. Make sure to level them until level 50 to deal massive amounts of damage.
