One of the major changes in Warzone 2 is that there are no more Loadout drops. The Loadout drop system is being replaced with custom systems, but you can still buy loadouts from the Shop.
Keep in mind that you can only purchase your pre-build custom weapons. You can also defeat a stronghold filled with AI enemies to get your custom loadout.
