This sandbox game plays a bit like a sim, and some of its mechanics can be a bit obtuse. How to Arrest People in The Precinct
Basically, all you need to do in order to actually arrest individuals in the game is to first calm them down. Chase them down until they stop resisting, if ever. If necessary, you might need to use some force to get them to stop, but this is not always needed.
Once they are relatively calm and have surrendered, you can read their rights, restrain, and escort them off to the side so you can search them for any illegal possessions.
While you are at it, check their ID as well to see if they have a record or warrants, and use the breathalyzer if you suspect them of being under the influence. You may also check their vehicle if they have one.
After you have confirmed everything, you can now use the resolve option to place the suspect under arrest. With that done, all that is left to do is either to escort the perp yourself or to call for another unit to come pick them up.

If you are trying to arrest two people at once, things get a little more awkward. Because of how seemingly useless your partner can be, your best bet is to restrain one and immediately start chasing after the other.
Sometimes, the first person you restrained will escape even if your partner is right there. You can increase your odds of success by calling for backup, but this will still not be enough in some cases. Even if you call for an escort, they can somehow escape captivity.
Just try your best to stop whoever seems to run faster, which makes the other chase a lot easier. If you have non–lethal options, try to use them to stop runners before they can even leave the scene.
That is really all we can tell you when it comes to arresting people in the game. It is a very straightforward process until you have to deal with more than one person, which seems to be a pain point for many players due to how poorly the system was designed for situations like this.
You will just have to suck it up, because you really can’t catch them all no matter how hard you try. It is possible that they release an update to make this less frustrating, but for now, just deal with the fact that your partner is going to be absolutely useless in these scenarios.
