This photo can be found within the pizzeria, but only after you reach Day 4 in the game.
To get to this photo, start at the ball pit and make your way down towards the door that leads out of the ball pit area.
Once you exit the ball pit area, make your way left and go inside the first door you come across. This door will take you into the kitchen and has EMPLOYEES ONLY written above it in white.
From here, keep on going left until you run into the door at the end of this area. Like before, go through this door to enter a different area.
Exiting the kitchen through that door will take you into the area that has a bunch of party tables and some decorations on the walls. From here, you will need to go through the red door between 2 party tables. This is the first door you will encounter when you enter this area.
Going through that door will take you into a small room with a bunch of gifts and a broken Freddy Animatronic. The photo of Oswald can be found here right next to the pile of gifts in the left corner of the room. You can collect the photo by simply going up to it and interacting with it.
