As the key’s name hints, you have to go to the Cultural Archives in the top layer of Stella Montis. More specifically, you need to go to the westernmost part of the area.

With that said, you just need to reach the northwestern corner of the Cultural Archives. There you will find a large steel door with a keypad, as shown above.
Just approach the keypad there to use the key and open the room! It’s as simple as that, but do remember that keys are consumables in this game. You’ll need another copy if you want to revisit the room later.
As for how to get the key itself, it’s the same as most other keys in the game: luck. Keys appear randomly in containers in every map and area. However, they seem most frequent in Residential and Commercial areas. Still, it’s all random chance.
