To start the current “Avian Alarm” Project in ARC Raiders, you’ll first need to complete an objective requiring you to lay a bird trap.
The game does tell you to do this next to some buoys along the Seabed in the new Riven Tides map. Aside from that, though, you’re left on your own! So, it can be hard to figure out what exactly you need to do.
Fret not, though! I’ll help you complete this objective with extreme ease.
How to Lay a Bird Trap for the Avian Alarm Project

As the objective mentions, you’ll need to walk along the shoreline in the northern part of the Riven Tides map and look for buoys. I’ve marked some of their locations on the map above to help you pinpoint them.

Once you reach any of those buoys, you should notice a flock of seagulls. More importantly, though, you should also notice a bright blue interactable box. Approach it and interact to place a bird trap.
Note that you don’t need to bring anything yourself for this. Your Raider just magically has the bird trap, I suppose! Well, I’m not gonna complain, it is quite convenient.

Anyway, after you interact with the box and place down the bird trap, you’re all done. Return to Speranza and check the “Avian Alarm” Project page. You should now be able to press the button in the bottom right to turn this small quest in.
That’s all you need to do! This will officially start the “Avian Alarm” Project for you, now that you’ve successfully managed to lay a bird trap in ARC Raiders. It was pretty simple, thankfully.
