With that last bit in mind, your best bet for finding these items is the entirety of the Stella Montis map. The whole map counts as a high-tech indoor location, after all!
That said, the Flow Controllers are rare and purely luck-reliant even in Stella Montis. However, there are some spots where players report finding them more often.
The main spots you should check out are the Medical Research and Assembly Workshops areas. You can find them both in the western part of the upper layer of Stella Montis, as shown above.
In those areas, you simply need to make sure to loot every single container possible. They all have a potential random chance to contain Flow Controllers.
Again, though, this is purely random. There are no guaranteed spawns as far as we can tell. It’s just that these areas are where most players report finding them. Plus, they’re close to each other and have lots of containers!
