The reason is simple: the room contains dense container spawns and potential Security Breach rewards.
That said, the loot room for this key can be found in the Research & Administration sector of the Dam Battlegrounds map near the Control Tower. Furthermore, this staff room even has loot that requires the Security Breach skill.

First of all, the Dam Staff Room Key itself is a random drop. It can appear randomly whenever you’re searching any container, like most other keys. Seemingly, it’s more common in drawers and other containers found in residential areas.
Also,despite being tied to the Dam Battlegrounds, the key can spawn on any map. So, you might just get it even when not playing on the Dam Battlegrounds!
Once you get a copy of this key, head to the Control Tower near the center of the Dam Battlegrounds map. We’ve conveniently marked its location on the map above for you.
Once you’re at the Control Tower’s entrance, just go straight ahead. You’ll see a locked door with a panel right in front of you. Use the key there to open the door, and the staff room should open.
Do note that opening the door will use up the key. If you wish to revisit this room in another match, you’ll need to find another copy of the key.
That aside, this room notably has some containers that require the Security Breach skill from the Survival tree. These containers have much better loot than others, so they’re worth a peek. If you have the skill for them, that is.
Tips to Keep in Mind
Before you head to the loot room, keep in mind that the area near it is extremely dangerous. Both the Research & Administration sector and the Control Tower are common hotspots for PvP.
They can also be surrounded by ARC Patrols, which bring in added pressure to the area. As such, I highly recommend clearing the area first before entering the loot room.
Also, shut the door as soon as you enter, and place mines on the entrances as a precaution. Once you’re done, simply extract right away.
That’s really all you need to do to find and use the Dam Staff Room Key in ARC Raiders. Go enjoy your loot, but be wary of other players trying to take it from you.
