You can obtain fishing luck from gear, trophies, bait, and the fishing rod itself.
Fishing Rods
Wooden Pole will have 0 luck
Treated Wood will have 2,500 luck
Aged Wood will have 7,500 luck
Wyrdwood with 10,000 luck
Ironwood/Legendary 12,500 luck
Baits
Bread/Cheese will give 4,700 luck
Woodlouse/Nightcrawler gives 7,000 luck
Firefly/Glowworm gives 8,500 luck
Fishing Rod Perks
Lucky Day I/ Lucky Night I will give 3,000 luck
Lucky Day II/ Lucky Night II will give 5,000 luck
Lucky Day III/ Lucky Night III will give 7,500 luck
Fishing Armor Perks
Lucky Waters I will give 1,000 luck
Lucky Waters II will give 1,500 luck
Lucky Waters III will give 2,000 luck
Trophies
Minor will give 2,500 luck
Basic will give 3,500 luck

So how does Fishing luck work? Fishing luck works by reaching a certain amount of rollscore in the loot table. If you exceed the amount of rolls, it will then exclude the ones that are less than your fishing luck.
An example is if you equip Ironwood with the Lucky Day/Night III perk. Complete fishing gear with Lucky Waters III perk. Use tier 3 baits and have 3 major trophies in your house. Do the fishing in a 3-star hotspot, and you will only get Treasure Chests and Legendary Fish.
Catching Oysters
To only catch oysters, we need a fishing luck of about 22,500. Reaching this will require you to have 3 major trophies in your house, using an aged wood pole with no luck perks. However, you must not use fishing gear. Instead, equip either a snail or freshwater bait. This will be the ideal setting to fish oysters in 3-star hotspots.
