Well, as the name for the key card implies, you need to go to the Buried City to use it. More specifically, you need to go to the Space Travel building shown above.

As soon as you go up, take a right and go down the hallway until you see a locked steel door. Interact with the panel by that door to use the Buried City JKV Employee Access Card and unlock the door!
Do keep in mind, though, that this access card is a consumable. Like other key-type items, the card will be spent as soon as you use it on the panel. Makes no sense, really, but it is important for balance.
Also, if you don’t know how to get the key: you can get it randomly, seemingly being most common in Residential areas. It has a chance to appear whenever you loot containers in those areas.
There are no set spawns, however, it’s all random! They are also not guaranteed or exclusive from Residential areas, either. Those areas just seem to have higher key spawn chances.
