You can find the Gerudo Highlands Skyview Tower at the center of the Gerudo Highlands, in the southeastern part of the map.

Its approximate coordinates are -3947, -1272, 0424. Remember that you can always check your current coordinates at the bottom right corner of your map and mini-map.
However, it appears that this tower got buried by the snow, which has made the entrance inaccessible!
You can only enter by getting under it and using your Ascend ability. Thankfully, it appears that there’s a nearby cave that leads directly below the Skyview Tower.
You can find the cave directly northwest of the Gerudo Highlands Skyview Tower and its coordinates are -3977, -1247, 0429.
Head into the cave and go down the path until you find a large open area with a river.
Look to your left and you will find some large wooden platforms as well, you will need to use them as a raft to go downriver.
Place the wooden platform on the river and hop on top of it, then just let the river take you to the waterfall at the end of the cave.
Go down the waterfall and you will be in a cave with some wooden columns. Look to the ceiling and you will spot some wooden planks: this is the Skyview Tower’s floor!
Grab the raft you came with and position it so that it’s directly under the wooden ceiling.
Hop on the raft and use your Ascend ability to go through the floor, ending up inside the Gerudo Highlands Skyview Tower.
Open the door and then use the circular device to activate the tower! You can now use it to map out the Gerudo Highlands.
