An argument could also be made for Dark Elf, as the Dunmer has similar bonuses with a slight bump in destruction magic. The differences are pretty minor, so just choose whichever looks more appealing to you.
As far as attributes go, you obviously will want to get as much agility and speed as you can. Try to max it out immediately, because these are essential for the stealth archer lifestyle. Intelligence is something you can raise alongside them, as this will give you more magicka to work with.
In terms of major skills, you obviously want to get marksman and sneak. Illusion can also be great, as you will want to get maximum chameleon as soon as possible. Frenzy can also come in clutch whenever you are caught out, since NPCs still deal normal damage to one another.
Combined with illusion magic, maximum marksman gives you a lot of opportunities to paralyze enemies. This buys you so much time and prevents a lot of potential damage, which you want to be avoiding altogether with this build anyway.
You might also want to powerlevel conjuration and destruction. The former gives you ways to summon meat shields, which you can add on top of illusion’s frenzy spells to further take the heat away from your character.
Destruction, on the other hand, gives you access to weakness debuffs. You can amplify poison damage with this, as well as other elements if you are building for those too. Enchantments are also going to be important for this type of playstyle. More specifically, you want to get 100% chameleon as soon as possible, because it makes you completely undetectable no matter what.
It must be emphasized that this makes you completely untargetable in almost every situation. This is absolutely broken, but it is how you can cheese the entirety of the game in this intentionally unfair difficulty setting.
Stock up on grand soul gems (filled, of course) and try to enchant five pieces of gear with maximum chameleon. You can also try to find the Azura’s Star artifact for a reusable alternative to these gems. The Ring of Khajiiti helps too, as it gives you a chunky 35% chameleon effect.
As for your main bow, enchant it with as many damage types as possible. With the sneak attack multiplier, your damage will reach extremely high values. You need not worry too much about charges if you are sneaking, as the goal is to delete things before they become aware of your existence.
If you do have an Azura’s Star or a huge stock of soul gems, add a Soul Trap enchantment to your weapon. This will let you endlessly refill it and recharge your weapon whenever you finish an encounter.
Also, consider joining the Dark Brotherhood just for the Shrouded Armor set. These fortify all the useful skills for stealth archers, and since the entire build relies on staying in stealth and never getting detected anyway, the lack of protection should not be an issue.
