Savlian Matius is one of the NPCs you need to follow during The Battle for Castle Kvatch in The Elder Scrolls IV: Oblivion Remastered, but he gets stuck due to a bug you need to fix.
For whatever reason, Savlian Matius just gets stuck in place. He’ll start repeating the same line of dialogue when spoken to, as well. However, this is only a minor inconvenience, as you can still progress through the quest despite that.

Fix the Savlian Matius Bug During The Battle For Castle Kvatch | Oblivion Remastered
If Savlian Matius glitches out and gets stuck just saying “charge the courtyard!”, ignore him. Instead, you want to progress the quest without him by entering the Kvatch Castle Great Hall. It’s a large door, which should be opposite of where Savlian Matius is standing when he bugs out.
Go straight through the Great Hall, following the only path available to you. Do note that you’ll need to face off against many enemies on your way while you do so. Nonetheless, just keep going forward until you reach the Count’s Quarters.
Once you enter the Count’s Quarters, walk slightly forward and look to your left. You should spot the corpse of Ormellius Goldwine on the floor. Interact with it and you should get a quest notification for The Battle for Castle Kvatch.
After inspecting the body once, make sure to loot it and grab the Colovian Signet Ring. This is a key quest item, you need to bring it back to Savlian Matius.
With the Colovian Signet Ring in your possession, just retrace your steps and go meet Savlian Matius. Talk with him again and he should now be back to normal. He’ll start asking about the count’s whereabouts. Deal with the dialogue as you see fit. Either way, Savlian Matius should be unstuck now.
