You have to first find Namira’s Shrine somewhere in Cyrodiil. Then, ingratiate yourself with Namira, one of the Daedric Princes. If you meet the right conditions, you’ll hear his voice and will receive a task for the quest. Complete the task and the ring is all yours!

Namira Quest for Daedric Ring Artifact | The Elder Scrolls IV: Oblivion Remastered
You can start this quest by going to Namira’s Shrine in The Jerall Mountains. It’s to the east of Bruma, as shown on the map above.
Once you get there, you need to interact with the statue at the shrine itself. However, you’ll need to meet two pre-requisites to be able to communicate with Namira:
Your character should be at least Level 5.
Your Personality needs to be 20 or lower, as implied by Hjolfrodi the Harrier near the shrine.
The best way to drain your Personality is to consume Cheap Wine, which reduces Personality by 10 for 120 seconds. You can get loads of Cheap Wine at every cathedral and chapel. The Great Chapel of Talos in Bruma is the best spot since it’s so close.
If you have Personality at 60 or higher, just Cheap Wine won’t be enough, though! Here are some other great options in that case:
Equip the Helm of Ferocity for -5 Personality. You can get it from Agnete the Pickled in Skingrad.
Use the Document of Purile Banter scroll for -50 Personality. You can buy it at First Edition in the Imperial City’s Market District.
Use the Chronicle of Sacrifice scroll for -50 Personality. Buy it from Mach-Na’s Books in Cheydinhal.
Make use of Alchemy to create Restore Fatigue potions with the Damage Personality side-effect You’ll need to be at Level 50 Alchemy or higher. However, you’ll need to restore your Personality with more potions or by visiting a shrine afterward.
Once you do manage to get your Personality under the 20-point threshold, talk to Namira’s statue to hear what it has to say.
Namira’s Task
Namira asks you to go to an Ayleid ruin called Anga, which you can find directly south of Namira’s Shrine. You’ll also be given the Namira’s Shroud spell. Your goal is to dive into Anga and cast Namira’s Shroud on all 4 Arkay priests within. The spell itself falls under the Alteration school of magic and costs 50 Magicka to cast by default. It might cost more if you have a low Alteration level.
Once you’re inside the dungeon, you’ll need to find the 4 Akray priests and inside and cast Namira’s Shroud on them. The image above shows an example of one of the Arkay priests. They like to wander around the dungeon, but they should be easy to spot. After all, they’re the only ones carrying torches and they’re constantly chanting!
When you hit any of the priests with Namira’s Shroud, Namira’s Forgotten will automatically aggro onto the priests. Let the Forgotten kill the priests, while also making sure that you avoid combat. Do not attack or kill either the Arkray priests or Namira’s Forgotten yourself, it will fail the quest.
Once you’ve made Namira’s Forgotten kill all 4 Arkray priests within Anga, return to Namira’s Shrine one last time. You don’t need a low Personality attribute here, just talk to the statue to receive the Ring of Namira as a reward! Equipping the ring will grant you 12% Reflect Damage and 10% Reflect Spell.
