Yup, unlike Skyrim or something, you rarely find new spells out in the wild. Leveling up your Magic Skills also doesn’t give you new spells, it only improves your ability to cast magic. Instead, you’ll need to hunt down specific spell vendors and buy from them.

Where To Buy and Learn More Spells | The Elder Scrolls IV: Oblivion Remastered
As we mentioned before, the only truly reliable way to learn more spells in Oblivion Remastered is to simply buy them. You can buy them from specific vendors spread all over Cyrodiil. For example, every Mages’ Guild hall has an NPC that will sell spells to you. We’ll give you the full list of vendors later in this guide, though!
That aside, you might also get certain spells as rewards from quests or by meeting certain conditions. For example, becoming a Vampire will automatically give you access to the Fortify Attribute and Fortify Skill spells.
You can also get spells by finding and using Spell Tomes. However, those are only found as random loot drops, so they are not at all reliable. Purchasing the spells is still better unless you get extremely lucky!
