How to Unlock The New M16 Service Carbine in GTA Online
As mentioned earlier, you won’t be able to get the gun in the update just yet. However, dataminers have already found all of the information needed to unlock this new weapon. Specifically, you need to collect five components in various locations through the game’s overworld.

Basically, you need to obtain all of the weapon’s parts in order to unlock it. You can find these parts across 10 locations throughout the map, specifically in areas where Crime Scenes appear. These are simply random events that can trigger in any of the ten locations.
Aside from that, there’s not much information about the gun, so we’ll just have to wait and see until its release.
